			<content:encoded><![CDATA[<p>On Friday 4 July, the Governor gave the local dressmakers who were victims of the big fire which destroyed the big market of Yamoussoukro during December 25, 2006 night 50 sewing machines. On the same occasion, as part of the private initiatives support funds, three (3) youth professional organizations received a total amount of CFA francs 5,654,000 ; ground nuts producers (CFA francs 500,000), cassava producing women (CFA francs 1,355,000) and attéké (steamed cassava couscous) saleswomen (CFA francs 3,799,400). Other actions to be added up for soon include the financing and training of 250 women (dressmakers, fresh fish sellers, loincloth sellers and market garden produce sellers). Upon the success of that pilot project will depend the financing of many others identical projects. On behalf of the recipients, Mr. Doumbia Ismaël, Head of the local representation of the traders&#8217; federation (Fenacci), thanked the Governor and exhorted the women to a rapid refund of the loans, so as other groups or organizations may also benefit from this action.</p>

			<content:encoded><![CDATA[<p>The main point on the agenda of the Board Meeting of the District of Yamoussoukro 2008 second working session held on July 5, 2008 at the Houphouët Boigny Peace Foundation is undoubtedly the Agropole of Yamoussoukro creation project (agriculture research and technology park). According to Mr. NDri Apollinaire, Governor of the District, this will be a &#8220;center where different actors from the agricultural, farming and breeding community can meet&#8221;, with a view to fostering permanent close relationships among the community: peasants, buyers, teachers and researchers, industrialists and others. He believes this could catalyze agricultural development in Yamoussoukro &#8220;for the respect of both the populations and environment, as well as     falling within the framework of sustainable development and prosperity.&#8221; Better, he states further, the Agropole could take into account the financing of many projects for youth and women in the rural community. As for the 2008 altered budget, it will be reduced by 505 million CFA francs.</p>
<p>In actual fact, the District of Yamoussoukro has so far had an annual functioning subsidy amounting to one billion two hundred seventy million CFA francs (CFA F 1,270,000,000), while its allotted budget for 2008, of which it was only informed in November 2007 by the state Department of Budget and Finance, has been reduced to one billion twenty five million CFA   francs (CFA F 1,025,000,000). The original budget has indeed been drawn up on this basis. Aware of the financial disequilibrium which might arise from that situation, a request was made to the General Officer in charge of Budget and Finance for an equilibrium budgetary backing.</p>
<p>Following formal assurances given, the treasury departments were tasked to take into account the gap amounting to two hundred forty five million CFA francs in the first altered budget. Yet, the authorized credit notification to the District shows nine hundred eighty million CFA francs (CFA F 980,000,000), thus resulting in a gap of two hundred ninety million CFA francs (CFA Francs 290,000,000) instead of two hundred forty five million CFA francs (CFA Francs 245,000,000).</p>
<p><strong>Therefore, unlike the former budgets which were altered upwards, this 2008 second altered budget undergoes a reduction by five hundred five million CFA francs (CFA Francs 505,000,000)</strong></p>

Ladies and Gentlemen,</p>
<p>1. Allow me to express our deep satisfaction on seeing this high-level Conference on South-South Cooperation concluding successfully its deliberations.</p>
<p>2. We have come to the end of our Conference.  The outcome has been extremely successful. We have agreed that developing countries have accumulated varied degrees of development capacities that can be shared and could be used through a platform.   South-South cooperation deserves its own separate and independent promotion.<span id="more-26"></span></p>
<p>3. The vital importance of South-South Cooperation as a key element in the development agenda of our countries has been reiterated. The obligation of the North to support financially and technically South-South Cooperation in the interest of global harmony, equity and development was emphasized. We have agreed that the current international architecture needs to be reformulated in order to respond to the new realities and opportunities for development including triangular cooperation.</p>
<p>4. We have also agreed on the need to reinforce coordination of policy and joint negotiating positions on major issues on the international agenda that requires adequate and technical support and internal coordination. Strengthening existing multilateral funding mechanisms for South-South Cooperation and promoting regional, inter-regional and sub-regional sectoral cooperation in strategic fields are determinant in this endeavor.</p>
<p>5. We are very pleased that the Conference has launched the Development Platform of the South, a very important framework for policy decisions and actions that will guide our countries in their efforts of achieving economic development. I would like to reiterate that we need to view the Development Platform for the South as a self-sustaining process requiring continuous updating and refinement in order to effectively deal with contemporary challenges faced by our countries. The Development Platform for the South is a valuable tool for strengthening South-South Cooperation by providing new approaches to actions of the South in the international economic area.</p>
<p>6. Furthermore, the Platform is a strategic tool for political guidance, a compass for the South, which contains the goals and aspirations for economic growth and prosperity in the South. It will contribute to build South-North coalitions on developmental and related issues of global interest such as climate change, biodiversity, natural disasters, sustainable development in global governance. It will also most of all optimize the voice and participation of developing countries in the international fora.</p>
<p>7. We are pleased that the Conference agreed on the need for the forthcoming UN Conference on South-South Cooperation to be held at the highest political level, as well as the need to assess the progress made in South-South Cooperation and undertake actions and initiatives to overcome the obstacles and constraints to its implementation.  It was also concluded that South-South cooperation is distinct and separate from North-South cooperation and ODA.</p>
<p>8. The UN Conference should elaborate important measures for further implementation of South-South Cooperation as well as tackle the new challenges on emerging issues. The decision we have taken today will enhance our discussions during the preparatory process of the United Nations High-Level Conference on South-South Cooperation.</p>
<p>9. The valuable contributions made during this High-Level Conference were extremely useful and I wish to congratulate all of you for the launching of the South-South Fund for Humanitarian Assistance and Development and invite all of you to the signing ceremony to be held next September in New York on the occasion of the Annual Ministerial Meeting of the G77.</p>
<p>10. In conclusion, allow me to express our sincere thanks to His Excellency Mr. Laurent Gbagbo, President of the Republic of Côte d&#8217;Ivoire for hosting this important high-level Conference.  I also wish to thank the local authorities, particularly His Excellency Mr. Apollinaire N&#8217;DRI Governor of the district of Yamoussoukro as well as H.E. Mr. Zacharia Fellah, Coordinator of the Organizing Committee.  Let me also thank very sincerely Mr. Mourad Ahmia our Executive Secretary and his competent team for the excellent arrangements made for the success of this Conference.  My thanks also go to all the local staff and the interpreters, as well as the media and press, who have contributed directly or indirectly to the success of the Conference.</p>

<p>1. In my capacity as Chair of the Group of 77 and China, I would like to welcome all of you warmly to Yamoussoukro and to express to the Government and the people of Côte d&#8217;Ivoire our deep appreciation for their warm welcome and hospitality.</p>
<p>2. Allow me to take this opportunity to express our gratitude to His Excellency Mr. Laurent Gbagbo, President of the Republic of Côte d&#8217;Ivoire for his able leadership in promoting South-South solidarity and furthering the interests and aspirations of our Group from our common values of unity and solidarity.</p>
<p>3. I would like also to welcome warmly all delegations who accepted the invitation to join us at this historic gathering which takes place against the backdrop of preparations for the High-level UN Conference on South-South Cooperation.<span id="more-25"></span></p>
<p>Excellencies,<br />
Distinguished Delegates,<br />
Ladies and Gentlemen,</p>
<p>4. The world has undergone major economic and political transformation in the last two decades. The changes, particularly in the South, have been more rapid than at any time during a similar span in world history. Relationships within the South and between the South and the North have taken on entirely new dimensions. New patterns of trade, investment and other economic linkages among the countries of the global South are emerging rapidly.</p>
<p>5. During the past 20 years, developing countries have accumulated varying degrees of development capacities which have enhanced the general sense of confidence in self-reliance and interdependence among countries of the South. The concept of South-South Cooperation has emerged as a sense of political solidarity and economic cooperation which, if adequately harnessed, will contribute greatly to the development of the South.</p>
<p>6. These new South-South dynamics have not only enhanced the general sense of confidence in self-development in the more successful countries, but also contextualized the aspirations for interdependence among all developing countries in an entirely different economic context. It is important to note that South-South cooperation is not aid. It is an expression of South-South solidarity and promotion of two-way learning and cooperation based on true partnership for mutual development.</p>
<p>7. The existing international development cooperation architecture is obviously built, conceptually, structurally, institutionally and operationally, to primarily support North-South cooperation and aid flows. In the absence of enlightened re-thinking and restructuring, this existing architecture will remain inadequate in responding to the new Southern dynamics, thus falling short of helping to realize the full potential of South-South cooperation, including triangular cooperation for development.</p>
<p>8. The rapid economic growth of some major developing countries has, indeed, dramatically improved the development prospects of neighboring countries, spurring economic growth, intra-South trade and investment, as well as technology transfer and exchanges. Today, all of the 130 member countries of the Group of 77 and China, regardless of their size or level of development, have accumulated varying degrees of capacities and experiences in development that can be shared on a South-South basis. Many of our countries have developed long-term strategies for inclusive growth and development that can be made available for intra-South peer learning and demand-based application.</p>
<p>9. It is also clear that South-South cooperation cannot replace North-South cooperation, and should not replace North-South cooperation. As our Group has emphasized on many occasions, the North has an obligation, both in their own national interests, but also in the interest of global harmony and equity and development, to fulfill their commitments through North-South cooperation. South-South cooperation, whether through the UN &#8211; bilaterally or regionally &#8211; is not intended to replace cooperation with the North. The premises are different, the conditions are different, and the expectations are different, which must be reflected accordingly.</p>
<p>10. Regional and international initiatives aimed at promoting cooperation in strategic areas should be encouraged, as should the strengthening of the existing multilateral funding mechanisms for South-South cooperation. In this context we must agree at this historical session to operationalize the South Fund for Development and Humanitarian Assistance established by the Second South Summit in Doha in order to respond to the new challenges faced by developing countries today including natural disasters which have affected recently some developing countries  hunger and poverty as well as the global food crisis. I do believe strongly that the time has come after three years to act urgently in order to make the Fund a reality.</p>
<p>11. Food production has become a security issue; this poses a threat for the development of our countries. There is also the negative impacts&#8217; stemming from the reduction of agricultural fields and a simultaneously growing demand for food and thus the increase of food prices. We must carefully consider the impact which these repercussions of actions on the management of the food crises will have on our biodiversity and our development.</p>
<p>12. According to the FAO, 37 countries are currently threatened by the food crisis. Studies suggest that prices will remain high in the next ten years and threaten to become a major source of global, social and at times political instability. This will inevitably create economic hardship especially for the 800 million people already suffering from hunger.</p>
<p>13. The quantity of food aid should not be artificially lowered by those who give. Furthermore, combined public and private investment in agricultural development is necessary to build the necessary infrastructure including roads, storage facilities as well as develop capacity for water management and research. The time has come for us to act urgently in order to make the South Fund for Development and Humanitarian Assistance a reality.</p>
<p>14. I also would like to emphasize that we must make full use of modern information technologies to promote South-South cooperation. We must be made much more aware and conscious of each other, of our languages and cultures, of our needs and requirements, of our problems and sensitivities, of our assets and potentialities. This information should be produced by us and as far as possible transmitted through our own channels. Indeed, the importance of creating wide public awareness about South-South cooperation is becoming increasingly evident. Our mass media has an important role to play and should be encouraged to do so. We have to make South-South cooperation comprehensive to our people and it must receive their enthusiastic support. It is not only we, as leaders, but our people as a whole who must think South-South and act energetically and with enthusiasm in doing so.</p>

Ladies and Gentlemen,</p>
<p>15. As we prepare for the High-level UN Conference on South-South Cooperation early next year to commemorate the 30th anniversary of the Buenos Aires Plan of Action on Technical Cooperation among Developing Countries, the Group must take the lead today in this transformation by adopting the Development platform for the South which was concluded recently in St. John&#8217;s, Antigua and Barbuda, with the participation of eminent personalities from the South who have contributed substantively in this process since the Second South Summit in 2005. This reference document should be used as an instrument for international cooperation, including South-South cooperation; asserting pressure on donor countries to honor their ODA commitments rather than using South-South cooperation to supplement North-South flows, and helping to reshape the international economic architecture.</p>
<p>16. In this context, I would like to place on record my deep appreciation and sincere thanks to the Hon. P.J Patterson, former Prime Minister of Jamaica and Chair of the G-77 for 2005, as well as Her Excellency Chandrika Kumaratunge, former President of Sri Lanka, and other distinguished members of the Panel who contributed successfully in the elaboration of the Platform. Let me acknowledge His Excellency Milos Alcaly of Venezuela, former Chairman of G-77 and China for 2002 as well as Her Excellency Ambassador Samira Hanna-El-Dahe of Lebanon, former Chairperson of G-77 and China  for 2006 in the Paris Chapter, who have joined us today as members of the Panel to present the Development Platform for its adoption.  Let me also acknowledge Ambassador Nassir Abdulaziz Al-Nasser, President of the High-level Committee on South-South Cooperation, for his valuable contribution as a member of the Panel of Eminent Personalities and for his vision in leading the preparatory process for the High-level UN Conference on South-South Cooperation to be held in 2009.</p>
<p>17. There is tremendous potential that can be unleashed through cooperative initiatives for trade, investment, and economic cooperation. We must develop systems and arrangements to enable the private sector, the academic institutions and the NGOs to effectively participate and contribute to development, including youth employment. We also need to organize regular forums for inclusive dialogue on key development issues involving local authorities and other stakeholders.</p>
<p>18. The need of the South for institution building to promote sectoral cooperation remains a crucial part of our agenda in the South Summit outcomes. The forthcoming sectoral conferences to be held in Punta Cana, Dominican Republic next October on sports, culture and development, as well as the ministerial forum on water to be held in Muscat, Oman in February 2009, will contribute to strengthening further South-South cooperation.  In this context, I would like, on behalf of the Group of 77 and China, to pay a warm tribute to the Special Unit for South-South Cooperation at the UNDP for its continued valuable support to the work of the Group of 77 in achieving its objectives for South-South cooperation.</p>
<p>19. In conclusion, I would like to express my deepest appreciation to the local authorities of Yamoussoukro for the warm welcome and hospitality, particularly His Excellency Mr. Apollinaire N&#8217;DRI, Governor of Yamoussoukro. My thanks also go to His Excellency Mr. Zakaria Fellah, Coordinator of the National Organizing Committee of IFCC, as well as to Dr. Mourad Ahmia, our Executive Secretary and the secretariat team for their valuable support provided in the preparations and organization of this important conference.  Finally, words of appreciation to Ambassador John W. Ashe, our Permanent Representative in New York, and his competent team for their valuable contribution in this process.</p>

<p>We are particularly glad that Yamoussoukro, county town of the District, hosts from 10 to 13 June 2008, the XIIth session of the Conference of the Group of 77 at the United Nations and China.<br />
As the Governor of the District, I take it as an urgent duty of mine to greet you and sincerely thank you for the distinguished honour by choosing to hold this important meeting in Yamoussoukro. The honour is even twice, as it is the first time that the conference is held on the African continent.</p>
<p>On behalf of the brave citizens of Yamoussoukro, I wish you the traditional &#8220;AKWABA&#8221;, which means a warm welcome; please be reassured of the immense gladness of Yamoussoukro, the Political and Administrative Capital city of Côte D’Ivoire.</p>
<p>Yamoussoukro, a lovely city, with the magical savannah scent, the cradle of a civilisation marked with generosity, hospitality, peace and love, stemming from ancient migrations; a blessed city with its prestigious Our Lady of Peace Basilica, great Mosque, Félix Houphouët-Boigny Peace Foundation, President Golf Club – one of the most attractive golf courses in Africa, holding 18 holes and integrated into the Hotel Président – and the Crocodile Lakes, is so proud to welcome you in.</p>
<p>Yamoussoukro also hosts the most prestigious academic institutions of the country, offering a wide array of Engineering programs, ranging from civil engineering and mining, agronomics, to business and administration, as well as a renowned high school, and for very soon the realization of the science &amp; technology and agriculture research and development parks projects. The District of Yamoussoukro, a cosmopolitan city with its different communities originating from the sixty (60) or so ethnical groups of the country, and who live together in perfect harmony, has tremendous economic assets in primary, secondary and tertiary sectors altogether.<span id="more-7"></span></p>
<p>In addition, the District of Yamoussoukro has:</p>
<ul>
<li>important hydro-agricultural and -electrical dams covering thousand hectares of stable lakes favourable to the development of fishery</li>
<li>a wildlife park at Abokouamékro awaiting restoration, covering 21 thousand hectares on one of the most attractive sites in Africa</li>
<li>the great Kossou lake on which a swimming area building is planned</li>
</ul>

<p>Before I close my statement, and on behalf of the brave citizens of Côte D’Ivoire in general, and the District of Yamoussoukro in particular, I would like to express my deepest gratitude to the Executive Secretary of the group of 77 at the UN and China, as well as all the resourceful  and generous personalities whose actions have contributed to the effective holding of the meeting.</p>

The Côte D’Ivoire of His Excellency Laurent Gbagbo, President of the Republic, ready to take up new challenges towards Sustainable Development and Democracy,<br />
